The "Opinions" propose to take the lead in launching a 1 + X certificate system pilot in the fields of domestic service, and simultaneously explore the construction of a national credit bank for vocational education.

"Our country has entered an aging society, and there is a huge demand for housekeeping, elderly care, nursing and other professions. However, these industries have long been considered low-end industries, and there is a lack of professional talents and technology. The future development space of the social service industry is huge."
At least one undergraduate college in each province offers a major in home economics and elderly care services
The "Opinions" issued this time point out that vocational colleges with conditions are encouraged to actively add nursing (elderly care direction, traditional Chinese medicine nursing direction), housekeeping service and management, elderly service and management, intelligent elderly care service, health management, traditional Chinese medicine health care, traditional Chinese medicine nutrition and diet therapy, midwifery, early childhood development and health management, early childhood care, preschool education, rehabilitation treatment technology, traditional Chinese medicine rehabilitation technology, rehabilitation assistive device technology, health care leisure tourism services, fitness guidance and management and other social service industry-related professional points.
The "Opinions" require that a number of vocational colleges in each province should offer majors in domestic service and elderly care services, and guide the creation of characteristic professional groups around the social service industry chain. Expand the majors and scale of recruitment through training in middle and higher vocational schools. Guide applied undergraduate colleges and universities and undergraduate-level vocational education pilot colleges to open relevant majors, accelerate the training of high-end domestic service talents, and urgently need talents in elderly care institutions, domestic care institutions, and large-scale health care complexes.
In addition, the "Opinions" also propose to encourage and guide ordinary undergraduate colleges and universities to actively adapt to the development needs of the social service industry, and set up related majors such as home economics, traditional Chinese medicine rehabilitation, traditional Chinese medicine health care, geriatrics, rehabilitation therapy, psychology, nursing, and social work. In principle, at least one undergraduate college in each province offers majors related to domestic service, elderly care service, and childcare service.
Xiong Bingqi believes that to vigorously develop social service majors such as housekeeping and elderly care from the education side, we must first change the traditional evaluation system based on academic qualifications in the past and pay more attention to the cultivation of professional talents. Secondly, the replenishment of professional teachers is also a problem, and it cannot be a mere formality. After the relevant majors are set up, they must be able to truly play the role of talent cultivation.
Cultivate more than 100 industry-education integrated domestic enterprises nationwide
The "Opinions" also put forward that we should actively recruit and promote vocational education and training evaluation organizations, join high-quality enterprises in the social service industry, and vocational colleges to jointly develop class skill level standards and certificates in areas in short supply, such as domestic service, elderly care, and maternal and infant care, and develop teaching materials and learning resources. Support college students to obtain academic certificates while actively obtaining relevant class skill level certificates in areas in short supply, improve employment and entrepreneurship skills, and promote high-quality employment.
The "Opinions" emphasize that the pilot program of the 1 + X certificate system will be launched in the fields of domestic service, elderly care service, and childcare service, and the construction of a national credit bank for vocational education will be explored simultaneously.
At the same time, it is necessary to promote in-depth cooperation between schools and enterprises. Encourage social forces to set up vocational colleges for domestic service and elderly care services, or jointly establish industrial colleges with vocational colleges in the form of shareholding system and mixed ownership, and cooperate to open relevant majors. Standardize and speed up the training of specialized talents. Build and cultivate more than 100 domestic service enterprises that integrate production and education across the country, and give play to the demonstration and leading role of "leader" action demonstration enterprises for improving quality and expanding the domestic service industry and key enterprises for inclusive elderly care.
